I recently installed Open General. Initially everything seems good but after completing the first Tutorial scenario, the sound effects stop working. I uninstalled/reinstalled, same thing. I'm using Windows 10. Any suggestions how I can clear this error ?

Most probably reason is because you have hitten "3" in the keyboard, which is the hotkey to switch sounds on/off.
Can confirm (and restore) going to Settings (hot key / ), then Media Settings and then checking that "Play Sounds" button is golden and look pressed.
From this dialog can also adjust the volume of different types of sounds, like effects, weather or combat sounds.
