Mystery map "4399_Pyongyang"?

I discovered by chance in my \MAP folder a solitary file named "4399_Pyongyang_NorthKorea.map", with no .JPG to go with.
So I went to Gilestiel's to get the missing part(s), but over there this number doesn't seem to exist.
Any idea what this is and where I can get the missing JPG?
(What is this 43xx range anyway? It's beyond the usual number allocations.)
