IMHO if you are thinking on a new campaign I'd go with AI3, as it is undoubtedly better than AI2, even if not finished up.

It might take much more time before the Third Reich campaign is finished. I just finished the Winter War and am about to go into Poland (If the player did not sign the Molotov-Ribbentrop pact, he has an option to help the Fins and invade Poland early 1940 (after instead of before the Winter war) / if the player signs the Molotov-Ribbentrop pact, Poland is invaded at the normal September 1939 point in time.
Also done:
- the July 1934 putsch in Austria (optional)
- a risky invasion of Austria later in 1934 (optional)
- an Ethiopian scenario sending weapons to Selassie (optional)
- an Ethiopian scenario sending troops to Selassie (optional)
- a Spanish civil war scenario (with or without the Italians on your side) (optional)
--> all of the above will influence relations with Italy, France and Britain, which will have an impact on how the Czech crisis plays out. Some scenarios that you could end up playing based on your choices:
- a coup in Berlin (have to flee the city towards the Czech border where troops have mobilized and where the LSSAH will guarantee your safety)
- an invasion of the Saarland by France
if you are still in power after the Czech crisis, the question of the Molotov Ribbentrop pact pops up.
So Poland is next to create, followed by some choices to be made about invading Denmark and Norway.
I picked up quite a few books on the pre-war and early war period the last few years and making this campaign is the perfect excuse to read them all

Books I really enjoyed were:
- Franco and Hitler by Stanley G. Payne - does a superb job of explaining how it was pretty impossible for Franco and Hitler to reach a mutually beneficial agreement to bring Spain into the war. No operation Felix in this campaign.
- March 1939, The British Guarantee to Poland by Simon Newmann, a book that originated as a doctoral thesis and really takes an interesting/refreshing look at the British policy towards Germany throughout the 30's. Appeasement is not really a term that covers the British policy.
