Caesar dead ends at the Rubicon

I was playing the Caesar campaign using the AG e-file. After scenario 15, I tried to play the crossing the Rubicon scenario but a map of Europe appeared showing VH flags in Gaul and Rome but there were no placement hexes to allow a player to deploy units. If you click the end of turn it says you lost and the campaign is over. Has anyone played this campaign and how do you get the Rubicon scenario to work?

I think you have to move "Cesar" unit (located in 20,23) toward the only VH (Rome located in 27,27), and you will move to scenario #16 Dyrachium

Thank you Luis, that worked. I clicked on Caesar and then clicked on Rome and he moved and I am now able to continue.
Usually when you click on an icon the the screen shows the allowable movement, where as on this map nothing happened so I assumed it wasn't working.

I have had problems in scenario 13 in Gergovia

I must be missing something importante in this scenario

I reach the objetive in georgia and kill all the enemies in time for a Victory but the game stats that I have still objetives to reach.

I looked in the stategic map and i dont see more objetives pending or to do
