The solution seems to be to use the image-based maps, rather than the tileset maps (which I was set up to use, by default). Seems a bit tougher to interpret what's going on, but it at least makes the scenario playable.

Thanks for the tips and hints, all. I elected to keep playing through this CC at 100% until I win (or all my units are eliminated). In the meantime I finished a few more scenarios. My regimental commanders were a bit too keen on staying in the fight too long, so my core is being slowly whittled away...
